About Project
The Punjab Food Authority (PFA), established in 2011, is the leading agency responsible for food safety in Punjab, the largest province of Pakistan with over 120 million people. With a mission to ensure the provision of safe and healthy food across Punjab, the PFA has been instrumental in formulating standards and regulations, conducting food business inspections, licensing, and raising awareness through training programs. Nearly a decade after its inception, it was deemed crucial to evaluate the PFA’s institutional capacity to identify areas for improvement and ensure its continued effectiveness in safeguarding public health.

Services Provided:

Momentum conducted a thorough Organizational Capacity Assessment for the Punjab Food Authority (PFA), aimed at evaluating and enhancing its institutional framework in line with food safety and quality management standards. This assessment focused on reviewing existing arrangements, identifying gaps, and developing a phased Capacity Development Plan to bolster PFA’s capabilities in human resources, technical processes, enterprise resources, and legislation.

Process of Activities:

  1. Desk Review:
    • Conducted an in-depth analysis of PFA’s institutional arrangements, including legal status, policies, resources, past implementation, and strategic and annual development plans.
    • Reviewed current practices on food safety and quality management in Punjab, and examined the evolution of food safety standards globally, with a focus on the essentials of an effective food control system.
    • Analyzed various models prepared by WHO and FAO to provide context and benchmark best practices.
  2. Primary Data Collection:
    • Carried out Key Informant Interviews (KIIs) with relevant PFA officials at the Lahore headquarters.
    • Employed a semi-structured questionnaire, translated into Urdu, to conduct the interviews, which covered various aspects of the authority such as capacity building, registration, laboratories, operations, standards, accreditation, labeling, screening, and legal affairs.
    • Although a consultative workshop was planned, it could not be conducted.
  3. Gap Analysis:
    • Prepared a comprehensive gap analysis based on the literature review and KIIs, focusing on four key areas:
      • Human Resources
      • Technical and Process Capabilities
      • Enterprise Resource and Quality Management
      • Legislation
  4. Capacity Development Plan:
    • Developed a phased five-year Capacity Development Plan, outlining immediate (one year), medium-term (two to three years), and long-term (four to five years) actions.
    • Designed the plan to enable PFA to concurrently address immediate needs while laying the groundwork for medium and long-term improvements.Conclusion:
      Momentum successfully completed the Organizational Capacity Assessment for the Punjab Food Authority, delivering actionable insights and a strategic roadmap. This assessment provided a clear path for PFA to enhance its institutional capacity, ensuring it is well-equipped to meet the evolving demands of food safety and quality management in Punjab.
