About Project
The United Nations Framework Convention on Climate Change (UNFCCC) established the Green Climate Fund (GCF) in 2010 to support developing countries in mitigating and adapting to climate change. The Nationally Determined Contributions (NDCs), introduced during the Paris Agreement in 2015, build on this initiative by aiming to limit global warming to 1.5 to 2 degrees Celsius. All 196 participating countries are required to submit and periodically revise their NDCs to reflect updated actions and targets. The long-term goal of these contributions is to reduce greenhouse gas emissions without compromising food productivity. Pakistan, committed to these global efforts, has established the Ministry of Climate Change (MoCC) and enacted relevant policies, including the Climate Change Act of 2017, to align with UNFCCC goals.

Save the Children
Save the Children, an international organization with a strong track record in child rights and emergency response, has recently been accredited by the Green Climate Fund. This recognition underscores its commitment to addressing climate change as an intergenerational justice issue. Save the Children Pakistan is actively collaborating with the MoCC to combat climate change’s adverse effects and integrate youth into climate action.

NDCs Youth and Children Rationale
Youth and children play a crucial role in climate resilience and policy implementation. Despite their significant potential, they are often marginalized in climate strategies. Only a few countries have specifically addressed youth and their contributions in their climate plans. Recognizing that youth are both a vulnerable group and a vital force for future climate action, it is essential to include them in the planning and execution of NDCs. Engaging young people in these processes is not just about addressing their present concerns but also securing their future.

Scope of Work
To enhance youth involvement in climate action, MoCC seeks to develop a comprehensive advocacy strategy. This involves designing a policy campaign and implementation plan to engage youth in the NDCs revision and execution process. Save the Children will hire a consultant with expertise in similar projects to lead this initiative.

Key Objectives:

  1. Develop a comprehensive policy campaign and implementation strategy for youth engagement in NDCs.
  2. Design national and sub-national campaign activities involving youth and stakeholders.
  3. Identify and engage youth champions for the advocacy campaign. Compile a report detailing the advocacy strategy and action plan for MoCC.

Services Provided:

Momentum successfully developed an advocacy strategy, campaign design, and action plan for enhanced youth engagement in the climate action process in Pakistan. The strategy aimed to provide an effective roadmap for engaging various stakeholders—including provincial governments, youth, women, and marginalized communities—to identify and address gaps in meaningful youth involvement, with a particular focus on climate change mitigation and adaptation.

  1. Inception Report
    • Developed an inception report outlining the timelines and milestones for the advocacy strategy and campaign design activities.
  2. Situational Analysis
    • Conducted a thorough analysis of existing climate change policies and legislation in Pakistan with respect to youth engagement.
    • Assessed the Climate Change Act 2017, National Climate Change Policy 2012, and Pakistan’s NDCs to evaluate the current integration of youth as stakeholders.
  3. Policy Advocacy Campaign Strategy
    • Designed a comprehensive advocacy strategy to position youth as significant stakeholders in climate policy making.
    • Developed campaign activities at both national and sub-national levels to engage youth and other relevant stakeholders.
  4. Engagement with Stakeholders
    • Organized consultations and workshops with provincial governments, youth leaders, women’s groups, and marginalized communities to gather inputs and build support for the advocacy strategy.
    • Identified and onboarded youth champions to lead the policy advocacy campaign.
  5. Drafting and Refinement
    • Prepared the first draft of the policy advocacy campaign strategy and actionable implementation plan.
    • Engaged with national and provincial stakeholders, including Save the Children and the Ministry of Climate Change (MoCC), to review and refine the drafts based on feedback.
  6. Finalization
    • Compiled and presented a consolidated report documenting the process of strategy development, including:
      • The final policy advocacy campaign strategy.
      • Detailed action plan with key activities for the MoCC.
      • Mechanisms for ongoing engagement and evaluation.
  7. Capacity Building and Training
    Provided training and capacity-building sessions for stakeholders on the advocacy strategy, emphasizing youth roles in climate action and policy implementation.
  8. Reporting and Documentation
    • Delivered comprehensive reports including brief activity reports, participant attendance sheets, and a final consolidated report to the MoCC, documenting the entire process and outcomes.
