About Project
Pakistan faces ongoing challenges with Wild Polio Virus circulation and high levels of malnutrition. Addressing these issues is a top priority for the government, with a focus on integrating efforts to improve health outcomes in Super High-Risk Union Councils (SHRUCs). The ISD approach aims to provide a comprehensive set of services to address these priorities effectively.

Objectives:

  1. Update Monitoring Framework:
    • Develop and finalize a robust monitoring framework and data collection tools for the ISD program, ensuring alignment with existing health information systems.
    • Review and update indicators for health, nutrition, WASH, and child protection services, with a focus on integration and cross-service reporting.
  2. Conduct Monitoring Activities:
    • Implement two cycles of independent monitoring to assess the delivery and impact of ISD services in the 40 SHRUCs.
    • Evaluate population coverage and the effectiveness of health interventions, including immunizations, nutrition support, and WASH services.
  3. Build Capacity:
    • Train the ISD team on effective monitoring and reporting techniques, ensuring data flow from service delivery points through to higher levels of the health system.
    • Integrate gender and social inclusion indicators to ensure equitable access to services.

Scope and Components:

  • Health Interventions: Essential immunizations, treatment of childhood diseases, antenatal and postnatal care.
  • Nutrition Services: Screening and treatment for malnutrition, micronutrient supplementation, promotion of feeding practices.
  • WASH: Safe water supply, sanitation improvements, hygiene promotion.
  • Child Protection: Birth registration and community awareness.
  • Community Engagement: Family practices and collaboration with local influencers.

The ISD monitoring project aims to enhance the integration and effectiveness of health services in SHRUCs, contributing to the reduction of polio transmission, improved child health outcomes, and better overall service delivery in vulnerable communities. The project will provide critical insights for course correction and decision-making, ensuring that the benefits of integrated services are maximized.

Momentum is a consulting firm specializing in monitoring and evaluation (M&E) for healthcare programs. Their services involve creating a comprehensive framework to track the progress and impact of Integrated Service Delivery (ISD) initiatives.
Key Steps in Momentum’s Project

Inception and Take-Off Phases:
Understanding the Assignment: Momentum conducts a thorough review of existing data and literature to familiarize themselves with the project context.
Stakeholder Mapping: They identify key stakeholders involved in the ISD program to gather their insights and support.
Monitoring Framework Development: A robust framework is created, outlining indicators, data collection methods, and reporting formats.
Data Collection: Monitoring tools like surveys and interviews are developed and implemented to collect data.
Database Integration: Momentum integrates with UNICEF’s existing database to ensure real-time data collection and analysis.
First Implementation Phase:
Field Work: Monitoring activities are conducted at the UC (Union Council) level to assess program coverage and impact.

Data Analysis and Reporting: Collected data is analyzed to generate reports on program progress, challenges, and opportunities.

Capacity Building: Training sessions are provided to build the capacity of stakeholders in data reporting and analysis.
