About Project :
“Strengthening the Pakistan Red Crescent Society’s capacities in climate-sensitive disaster risk management” (CACRA) project, funded by the German Federal Ministry for Economic Cooperation and Development (BMZ). Running from January 1, 2022, to December 31, 2024, this project is designed to enhance the Pakistan Red Crescent Society’s (PRCS) ability to manage climate-sensitive disaster risks through improved coordination, strengthened systems, and increased community resilience. The evaluation assessed the project’s progress in achieving macro, meso, and micro-level objectives, focusing on the effectiveness of climate-smart disaster risk management (CS-DRM) practices. The study utilized OECD-DAC criteria to evaluate relevance, coherence, effectiveness, efficiency, impact, and sustainability. Key findings and recommendations were provided to guide the remaining project period and future phases.

Services Provided:

The “Climate Advocacy Coordination for Resilient Action” (CACRA) project, funded by BMZ and implemented by GRC and PRCS, runs from January 1, 2022, to December 31, 2024. Momentum Consultants conducted a Mid-Term Review (MTR) to assess the project’s progress, effectiveness, and integration of climate-smart practices in enhancing PRCS’s climate-sensitive disaster risk management (CS-DRM) capacities.

  • Inception Phase: Developed a comprehensive understanding of the project and designed a Data Collection Framework aligning with MTR requirements.
  • Data Collection:
    • Desk Review: Reviewed and analyzed project documents and progress reports.
    • Focus Group Discussions (FGDs): Facilitated discussions with PRCS volunteers and community members to gather insights.
    • Key Informant Interviews (KIIs): Conducted interviews with stakeholders, including PRCS, GRC, academia, government officials, and civil society organizations.
  • Data Analysis: Analyzed qualitative and quantitative data to evaluate the project’s relevance, effectiveness, efficiency, impact, sustainability, and coherence.
  • Reporting: Compiled a Mid-Term Review Report with findings on project progress, relevance, effectiveness, and recommendations for improvement.

Momentum’s review provided strategic recommendations to enhance the project’s impact and sustainability in climate-sensitive disaster risk management.
